SHORTAGE OF OFFICIALS EFFECTING CONVICTION RATE: POLICE

Guwahati, 30th March (northeastnews): The city Police Commissionerate has a major shortage of investigating officials, as against an authorized strength of 2500 they have only 1700, thus overloading the staff with investigating crime which also effects the conviction rate, said Hiren Chandra Nath, IPS, Commissioner of Police Guwahati here today.
Kuladhar Saikia, IPS, Special DGP Law and Order along with Commissioner of Police Guwahati and Virendra Mittal IAS, DC Kamrup (M) while addressing the media informed that to check crime against women the government is very soon setting up Fast Track Courts in every district and have also launched 181 service to come to the rescue of distressed women.
Kuladhar Saikia also informed that during their meeting with members of civil society from Nagrik Committee, social activists including women activists etc on the issue of law and order in the Metropolitan district and issues related to crime against women most people expressed easy access to police stations so that they can inform about crime and criminals.
On low conviction rate especially in crime against women, the special DGP said they have informed that district police officials to make sure that they personally supervise investigation of cases related to crime against women.
Saikia said they are concerned about low percentage of women in state police and they are targeting to have atleast 30% women in police soon as it has been observed women are more comfortable in filing cases of crime against them to women police, he said, they are even contemplating to slightly reduce the qualifying marks for women constables to increase the number.
The Special DGP also informed that though they have recruited more women in police but large number of them are presently undergoing training and soon the position will improve considerably.
Talking about the crime of all types all along the Railway Line passing through the city, Saikia said they are aware of it and soon they will take up the matter with NF Railway authorities to make some kind of mechanism to check the crime along it.
The Special DGP also informed that conviction rate of guilty people all over the country for crime against women is poor 18% only but sadly in Assam it is much lower than this similarly the charge sheet rate is 78% and again in Assam it is much lower.
He said it is unfortunate that almost 50% of cases on crime against women are by their husband related to domestic violence and if the society plays its role this can come down.
